Dulguun Shipilov

Dulguun Shipilov, MBA, PMP, CCMP, CPHR, is an Agile Transformation Director at APU Joint Stock Company, Mongolia's leading beverage company, where she leads initiatives focused on agile ways of working, business process improvement, organizational change management, and AI adoption across a workforce of more than 2,000 employees. She works closely with senior leaders to strengthen organizational capabilities and help translate strategy into measurable business outcomes.
With over 18 years of experience in organizational development, leadership development, human resources, and business transformation, Dulguun has led large-scale organizational integration, culture transformation, capability-building, and workforce development initiatives. Before her current role, she served as a People and Culture Leader at Mountain Technologies Limited in Canada and also contributed to project delivery through PMV in Canada, supporting a community-focused initiative.
Earlier in her career, Dulguun held senior leadership roles with organizations associated with Heineken and MCS Group, including serving as Chief Human Resources Officer at APU JSC. She is a Project Management Professional (PMP), Certified Change Management Practitioner (CCMP), and Chartered Professional in Human Resources (CPHR), and is passionate about helping organizations build agility, leadership capability, and change readiness in an increasingly complex and fast-changing world.
